By Jennifer Barborak, Executive Director of Buhl Regional Health Foundation
True community health depends on the foundational conditions of the places where we live, work, and connect. To ensure Mercer County remains at the forefront of this holistic approach, in June of this year, I represented the Buhl Regional Health Foundation (BRHF) with our Board Member Dr. George Garrow at a statewide workshop hosted by the Rippel Foundation.
To strengthen local health initiatives and broaden community impact, I joined colleagues to learn more from this dynamic group about how we can catalyze efforts to reimagine and transform health through systems change. The June event served a dual purpose: it allowed me to promote how we are actively including Rippel’s 7 Vital Conditions Framework into our own local projects, while networking with and learning from other statewide changemakers. BRHF plans to use insights from the workshop, specifically regarding the diverse mix of foundations and industries supporting this movement, to intentionally diversify and enhance our community engagement and partnership strategies within Mercer County.![]()
The Rippel Foundation has spent decades advancing systemic change in public health. They’ve asked, why do some populations thrive and prosper while others struggle and suffer? Their 7 Vital Conditions for Health and Well-Being framework addresses the core properties every community needs to reach its full potential, ranging from physical necessities like housing and nutrition to essential social pillars like personal agency and belonging. This approach addresses this question in a way that is at once understandable, relatable, and actionable.
My goals for attending were to bring innovative strategies back to our local projects and to build collaborative networks with leaders across Pennsylvania. As it turned out, the experience also highlighted BRHF’s role as a pioneer in this movement, demonstrating how local action in Mercer County can serve as a model for national initiatives.
As BRHF regularly explores and evaluates different approaches to improve community well-being, we were introduced to the 7 Vital Conditions for Health and Well-Being framework. What resonated was its recognition that we and the people of Mercer County don’t experience life in separate categories. Housing affects education. Education influences employment opportunities. Transportation impacts access to jobs, services, and social connections. A sense of belonging can influence everything from mental clarity and emotional wellness to civic participation.
My Workshop Takeaways
Attending the Rippel Foundation workshop was an incredible opportunity to see how their Thriving Together initiative is taking root nationwide, and right here in Pennsylvania. It was validating to realize that the Buhl Regional Health Foundation is ahead of the curve. Thanks to the advocacy of Dr. Garrow and myself, Pennsylvania is gaining significant traction with this model. In fact, many peers in the room were not nearly as advanced in their buy-in or daily application of the 7 Vital Conditions Framework as we are. We are proud to be recognized as pioneers in this space!
During our sessions, I watched fellow leaders immediately connect with the framework because it is completely apolitical and easy to understand. For example, take an issue like transportation: everyone can agree that access to transportation is vital for a thriving community. While the politics of funding or specific logistics can stall progress, the core need itself is a universal starting point. The framework gives us an approachable, unifying way to start crucial community conversations without the friction of political divide.
How This Helps Us, Our Community, and Industry
For the broader health and philanthropy sectors, this framework solves a major challenge by helping us organize around common themes to improve overall well-being. It gets all of our collaborators, from nonprofits to local businesses, on the same page.
Imagine the impact if everyone in a community aligned our efforts toward improving the 7 Vital Conditions, collectively tracking and reporting our stories and data the exact same way. That is the ultimate vision. By adopting this unified approach, the industry can easily pinpoint where service gaps and overlaps exist. It gives us a clear roadmap showing precisely where organizations need to step in, where businesses can contribute, and where we must collaborate to drive lasting, systemic change.
Top Learning Moments
Attending the Rippel Foundation workshop was both an inspiring validation of our work at BRHF and a powerful call to action. First, I am proud to share that our unique approach has caught national attention; the Rippel Foundation plans to feature our story to highlight how we embed community voices, through scholarship essays, youth surveys, and deep community listening, directly into our strategic work planning and Request for Proposals (RFP) processes.
Beyond that, my biggest takeaway centers on the concept of shared stewardship. The workshop underscored a sobering reality: our collective well-being relies on a system that simply wasn’t built for everyone to thrive. To fix this, we must look beyond traditional organizations and funders. True stewards are everyday people working together to eliminate adversity and build conditions for everyone to flourish, rooted in love and healing. Moving forward, this framework will deeply guide how we transform systems and lift up those who are struggling most in our community.
How This Framework Can Help Others
The Rippel Foundation workshop reinforced why the 7 Vital Conditions Framework is such a powerful tool for Mercer County. First, it reminds us that these vital conditions aren’t optional; they are the essential properties of the places and institutions we interact with every day, and everyone needs them to reach their full potential. Second, the beauty of this framework is its simplicity. It is entirely non-political and addresses the basic, everyday needs we all share, making it incredibly easy to explain to partners and community members. By using a common language, we can focus on improving the specific conditions within our scope, while seamlessly networking with other organizations to cover the rest. Working together is the only way we can address community health in a truly holistic way.
Connecting Back to the Buhl Regional Health Foundation
The workshop reinforced just how powerful it is to align our work with a larger, national movement. By being part of this broader network, we aren’t working in isolation; we are positioning ourselves to leverage support from larger entities and bring innovative, proven ideas directly back to Mercer County.
What makes the 7 Vital Conditions and the Thriving Together concepts so impactful is its universal adaptability. It is as effective in our rural towns as it is in major urban centers. As a foundation, this framework gives us the tools to fundamentally shift our focus away from reactive emergency care and toward proactive prevention. Ultimately, it allows BRHF to evolve beyond the traditional boundaries of hospital care and instead champion true, community-wide well-being.
